Abstract

This final report presents the key theoretical and practical findings of the research, strategy and transformation project "E-Government weiterdenken" (in English: Re-Thinking E-Government). The project was initiated in 2021 with the aim of experimentally advancing environmental administration in the context of increasing societal, political, and ecological challenges. This report primarily focuses on two organizational instruments that were researched, developed, tested and evaluated as part of the project - a Gov-Lab for the development and testing of new administrative approaches as well as a Digital Maturity Model for the sustainable digitalization of the Federal Environment Agency. Furthermore, this report also includes an in-depth look at the principal motivators for an experimental environmental administration and its theoretical foundation, an in-depth review of the idea of institutional learning and - last but not least - an identification of future research areas.
