Abstract

Das Forschungsvorhaben beschäftigt sich mit der Fragestellung, welches Treibhausgasminderungspotenzial in zentralen Handlungsfeldern einer klimaorientierten Stadtentwicklung besteht, wie sich dieses quantifizieren lässt und welche Synergien mit Klimaanpassungsstrategien gehoben werden können. Diese Handlungsfelder sind (a) Nachverdichtung/ Entwicklung verdichteter Bebauung in bestehenden städtischen Strukturen (b) nachhaltiges Bauen inklusive des Einsatzes nachhaltiger Bauprodukte, (c) Mobilität und urbane Transportinfrastrukturen im Zusammenspiel mit den Siedlungsstrukturen. Die Handlungsfelder werden auf einer strategisch-konzeptionellen Ebene einer integrierten Stadtentwicklung mit ihren Wechselwirkungen und auf den verschiedenen räumlichen Ebenen vom Gebäude, über das Quartier bis zur Gesamtstadt betrachtet. In diesen Handlungsfeldern spielt auch die Beziehung von Städten zu ihrem Umland eine wichtige Rolle. Es wird daher untersucht, wie die systematische Integration von klimapolitischen Ansätzen in die Gestaltung von interregionalen Verflechtungen und funktionalen Raumbeziehungen zwischen Stadt und Umland in den Handlungsfeldern gefördert werden können. Dem systematischen Ansatz der Forschungsagenda ("Global Research and Action Agenda on Cities and Climate Change Science") folgend, werden zudem Synergien und Konflikte von Klimaschutz mit Anpassung an den Klimawandel und anderen städtischen Umweltproblemen mitbetrachtet. Das Vorhaben identifiziert signifikante Minderung von Treibhausgasen in den drei Handlungsfeldern, unterlegt sie mit quantitativen Zahlen zur Treibhausgasminderung, unter anderem durch sechs Fallstudien aus Deutschland, Indien und den Philippinen, und erarbeitet Handlungsempfehlungen für die verschiedenen politischen Ebenen. Daneben leistet das Vorhaben begleitende Forschung und Unterstützung für die Internationale Klimaschutzinitiative (IKI) und ihre Aktivitäten im Themenfeld Stadtentwicklung und Klimaschutz.

The research project focuses on the question which greenhouse gas reduction potential exists in central fields of action of climate-oriented urban development, how this can be quantified and which synergies can be exploited together with the implementation of climate adaptation strategies. These fields of action are (a) re-densification / development of densely allocated buildings in existing urban structures (b) sustainable construction including the use of sustainable building products, (c) mobility and urban transport infrastructures in conjunction with existing settlement structures. It considers these fields of action on a strategic-conceptual level for an integrated urban development with their interactions as well as on the various spatial levels from the building, through the quarter to the entire city. The relationship between cities and their surrounding areas also plays an important role in these fields of action. Therefore, the study investigates how the systematic integration of climate policy approaches in the design of interregional relationships and functional spatial relationships and conflicts between climate protection and adaptation to climate change and other urban environmental problems are considered. Following the systematic approach of the Global Research and Action Agenda on Cities and Climate Change Science, synergies and conflicts between climate change mitigation, adaptation and other urban environmental issues are also considered. The project identifies significant reductions in greenhouse gases in the three fields of action, underpins them with quantitative figures on greenhouse gas reductions, including six case studies from Germany, India and the Philippines, and develops recommendations for action for the various political levels. In addition, the project is intended to provide accompanying research and support for the International Climate Initiative of Germany and its activities in the field of urban development and climate protection.
