Abstract

Seit einigen Jahren wird verstärkt die Rolle sozial-ökologischer Formen des Zusammenlebens und der Gemeinwohlorientierung für die Umwelt- und Gesellschaftspolitik der Gegenwart und Zukunft diskutiert. Diese Initiativen entstehen häufig "aus der Gesellschaft heraus" und in den Lebenswelten der Bürger*innen. Das Potenzial dieser innovativen Formen von Gemeinschaftlichkeit und Gemeinwohlorientierung besteht nicht nur darin, dass hier konkrete Lösungen für gesellschaftliche Probleme und Herausforderungen sozial-ökologischen Wandels erarbeitet werden. Vielmehr tragen sie auch zu einem gemeinwohlorientierten freiwilligen Engagement und zu einer gelebten Praxis der Verantwortungsübernahme sowie zur gesellschaftlichen Mitgestaltung bei. Diese innovativen und am Gemeinwohl orientierten Initiativen waren Gegenstand des vom Umweltbundesamt und dem Bundesministerium für Umwelt, Naturschutz und nukleare Sicherheit in Auftrag gegebenen Forschungsvorhabens "Umweltpolitische Unterstützungs- und Förderstrategien zur Stärkung sozial-ökologischer Formen von Zusammenleben und Gemeinwohlorientierung". Mittels transdisziplinärer Workshops, einer repräsentativen Bevölkerungsumfrage sowie qualitativer Interviews mit Förder*innen und Beteiligten der Initiativen wurden im Forschungsprojekt innovative Formen gemeinwohlorientierter Initiativen und ihr Beitrag für sozial-ökologische Transformationsprozesse untersucht. Im Ergebnis des Projekts wurden förderliche Rahmenbedingungen zur Unterstützung innovativer gemeinwohlorientierter Initiativen und Empfehlungen für (umwelt-)politische Fördermaßnahmen herausgearbeitet.

For some years now, the role of social-ecological forms of coexistence and public welfare orientation for the environmental and social policy of the present and future has been increasingly discussed. These initiatives often originate "out of society" and in the life worlds of the citizens. The potential of these innovative forms of community life and orientation towards the common good lies not only in the fact that concrete solutions for social problems and challenges of socio-ecological change are developed here. Rather, they also contribute to a voluntary commitment to the common good and to a lived practice of assuming responsibility and participating in shaping society. These innovative initiatives oriented towards the common good were the subject of the research project "Environmental policy support and promotion strategies to strengthen social-ecological forms of coexistence and orientation towards the common good" commissioned by the Federal Environment Agency and the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. By means of transdisciplinary workshops, a representative survey of the population and qualitative interviews with supporters and participants of the initiatives, the research project investigated innovative forms of public welfare-oriented initiatives and their contribution to social-ecological transformation processes. As a result of the project, a supportive framework for the support of innovative initiatives for the common good and recommendations for (environmental) political support measures were developed.
