According to § 24 of the revised Electrical and Electronic Equipment Act (ElektroG), the German Federal Government is authorized to issue a statutory ordinance mandating further requirements for the treatment of waste electrical and electronic equipment (WEEE). This Treatment Ordinance (so called “BehandV”) may set requirements for the treatment, recovery and recycling of WEEE. In a committee with representatives of industry, science, civil society and authorities, the German Environment Agency (UBA) developed recommendations for additional treatment requirements for WEEE. Besides environmental impacts also economical aspects have been considered. The recommended treatment requirements specify and update the requirements for depollution set out in § 20 in conjunction with Annex 4 of ElektroG and, additionally, consider aspects of resource preservation. 57 device- and component-specific treatment requirements address the treatment of screens and photovoltaic panels, plastics, devices containing precious and special metals, and include depollution obligations going beyond the requirements of ElektroG. The interplay of these treatment requirements allows a comprehensive approach for depollution and resource preservation. Additionally, UBA proposes to include an obligation for the primary treatment facilities to establish a treatment plan for the documentation of treatment procedures in the Treatment Ordinance. Furthermore, the requirements for certification with regard to monitoring should be adjusted. For the development of treatment requirements the European standard series EN 50625 (developed under mandate M/518 of the European Commission) was analyzed and appraised, and considered in the recommended treatment requirements.en
