The European chemicals economy is of central importance to the economy and society. Chemicals and derived materials are used in almost all economic sectors and areas of life. However, chemicals and derived materials can also have a negative impact on human health and the environment and, throughout their life cycle, contribute to the pollution and biodiversity crisis. At present, the chemicals economy - and the chemical industry in particular - in Europe is facing one of the most challenging periods in its history. Maintaining Europe as a business location and further developing the chemicals economy into a sustainable, competitive and future-proof industry that operates within planetary boundaries is strategically and environmentally sound and requires a fundamental rethinking. In view of the increasing pressure to act on both the economy and the environment, business, government and society can and must commit to an ambitious transformation. The German Environment Agency (UBA) plays a constructive role in the discussion on a sustainable chemicals economy. This discussion paper sets out a vision for a greenhouse gas-neutral, fossil-free and circular European chemicals economy that operates within planetary boundaries, avoids harmful impacts on people and the environment, drives innovation, and ensures competitiveness and social prosperity. The pathways outlined include defossilisation, resource and energy efficiency, circular economy approaches, safe and sustainable chemicals, a socially just transition, and international cooperation. The paper considers technological and economic innovations as well as sufficiency, new business models and a reliable policy framework. The discussion paper aims to stimulate a constructive discussion on a vision for the transformation during the conference ‘Spotlights 2026: Shaping the Chemical Transition Together’.
