Abstract

Die Entwicklung des Aktionsprogramms für eine grüne Wirtschaft im Alpenraum basiert auf den thematischen Vorarbeiten des sechsten Alpenzustandsberichts, in welchem die partizipative Erstellung eines Programms mit einer Vielzahl von umfassenden und ambitionierten Umsetzungsaktionen gefordert wurde. Die Entwicklung des Aktionsprogramms war ein modularer Prozess, der nach den Grundprinzipien "Evidenzbasis" und "Partizipation" umgesetzt wurde. Als Grundlage diente eine Literaturanalyse, welche auch Erkenntnisse zu den Prinzipien der gesellschaftlichen Transformation umfasst. Das zentrale Produkt, das Aktionsprogramm, ist mehr als ein von der Alpenkonferenz im April 2019 angenommenes Arbeitsprogramm: Es wurde ein Prozess initiiert, welcher die weitere Verstetigung grüner Wirtschaftsprinzipien im Alpenraum stützt. Das Aktionsprogramm ist das Ergebnis eines thematisch und geografisch breit gefächerten Stakeholder-Beteiligungsprozesses auf lokaler, regionaler und nationaler Ebene, welcher durch Konsultationsverfahren und eine Workshopserie gestaltet wurde und zu über 80 Aktionsvorschlägen führte. Die im finalen Aktionsprogramm beschriebenen 33 Aktionen wurden in einem interaktiven Auswahlverfahren unter der Koordination der Begleitgruppe „Grünes Wirtschaften“ der Alpenkonvention und mit intensiver Beteiligung der weiteren Arbeitsgremien von Alpenkonvention und EUSALP ausgewählt. Durch diesen Prozess sind "Ownership" und Verständnis auf Seiten der Stakeholder gewachsen, welches eine erfolgreiche Umsetzung des Aktionsprogramms fördert. Darüber hinaus enthält das Programm Empfehlungen für die weitere Umsetzung. Der vorliegende Abschlussbericht beschreibt und reflektiert den Prozess und die Erfolgsfaktoren bei der Entwicklung des Aktionsprogramms für eine grüne Wirtschaft im Alpenraum.

The development of the Green Economy Action Programme (GEAP) for the Alpine region is based on the thematic groundwork of the sixth Report on the State of the Alps, which called for participative elaboration of such a programme including a comprehensive and ambitious set of actions for implementation. The development of the action programme was a modular process, which was implemented along the principles of "evidence base" and "participation". A literature analysis served as the basis and, inter alia, included findings on the principles of social transformation. The central result, i.e. the action programme, goes beyond a work programme adopted by the Alpine Conference in April 2019: A process was initiated, which supports the further consolidation of green economy principles in the Alpine region. The action programme is the result of a thematically and geographically broadly-based stakeholder participatory process on the local, regional and national level, which was designed through consultation procedures and a workshop series and resulted in more than 80 action proposals. The 33 actions described in the final GEAP were selected in an interactive selection procedure under the coordination of the "Green Economy Advisory Board" of the Alpine Convention as well as with the intensive participation of further working bodies of the Alpine Convention and EUSALP. Through this process, "ownership" and the understanding on the part of the stakeholders grew, which supports the successful implementation of the action programme. Moreover, the programme contains recommendations for the continued implementation. This final report describes and reflects the process and success factors in the development of the GEAP.
