Abstract

Das Förderprogramm zur Förderung von Umwelt- und Naturschutzprojekten, die von Vereinen und Verbänden durchgeführt werden (kurz "Verbändeförderung"), hat die "Stärkung des öffentlichen Bewusstseins und des Engagements für Umweltschutz und Naturschutz" zum Ziel. Durchgeführt wird das Programm gemeinsam durch das Umweltbundesamt (UBA), das Bundesamt für Naturschutz (BfN) und das Bundesumweltministerium (BMUV). Die vorliegende Evaluation untersucht die Verbändeförderung im Zeitraum 2008 bis 2019 und fokussiert auf folgende Evaluationsaspekte: Passfähigkeit des Programms, Zielerreichung (Output), Wirkungen auf die Programmbeteiligten (Outcomes) sowie Verstetigung und Breitenwirkung (Impacts). Die Evaluation basiert auf einem Methodenmix bestehend aus quantitativen und qualitativen Vorgehensweisen sowie reaktiven und non-reaktiven Verfahren. Die Evaluationsergebnisse zeigen, dass das Programm der Verbändeförderung auch heute noch relevant ist und aktuelle Bedürfnisse bedient. Das Design des Programms, insbesondere die monetäre Ausgestaltung und Laufzeit sowie die Zusammensetzung der geförderten Projekte, sind in ihrer grundsätzlichen Ausgestaltung zum Großteil passend, um die Ziele des Programms zu realisieren. Auch die Nutzung von Multiplikatoren in den Projekten ist gut gelungen und trägt zur Zielerreichung bei. Insbesondere Effekte auf Einstellungs- und Verhaltensänderung hinsichtlich Umwelt- und Naturschutzbelangen konnte die Evaluation nur qualitativ begutachten. Allerdings fehlt dem Programm bislang ein Programmmonitoring auf Basis dessen die Effekte des Programms abgebildet werden können. Zudem sehen die Evaluator:innen Verbesserungsbedarf bei der Außendarstellung der Verbändeförderung und einzelner Projekte. Zusammenfassend lässt sich festhalten, dass die Stärken des Förderansatzes überwiegen und die Aussicht besteht, mit einigen weiteren Anpassungen die Wirksamkeit der Förderung in Zukunft noch weiter zu erhöhen.

The funding programme "Verbändeförderung" (project funding for NGOs) aims to "strengthen public awareness of and commitment to environmental protection and nature conservation". The programme is implemented jointly by the Federal Environmental Agency (UBA), the Federal Agency for Nature Conservation (BfN) and the Federal Ministry for the Environment (BMUV). The present evaluation examines the funding programme in the period from 2008 to 2019 and focuses on the following aspects: suitability of the programme, achievement of objectives (output), effects on the programme participants (outcomes), as well as on sustainability and wide-spread effects (impacts). The evaluation is based on a mix of methods consisting of quantitative and qualitative approaches as well as reactive and non-reactive techniques. The evaluation results show that the programme "Verbändeförderung" is still relevant today and meets current needs. The design of the programme, especially the monetary arrangements and duration as well as the composition of the funded projects, is by and large suitable to achieve its objectives. The use of multipliers in the projects is quite successful and contributes to the achievement of the objectives. In this evaluation the effects of the projects on achieving changes in attitudes and behaviour in respect of environmental protection and nature conservation matters could only be assessed on a qualitative basis. The programme has so far lacked a monitoring system on the basis of which the effects of it could be measured. In addition, the evaluators see a need for an improved external presentation of the funding programme and of the individual projects. In summary, the evaluation concludes that the strengths of the funding approach predominate and that the effectiveness of the funding scheme could be further increased by implementing some (minor) adjustments.
