Abstract

Das Forschungsvorhaben fokussierte die nach Abschluss der Product Environmental Footprint (PEF)-Pilotphase startende PEF-Transitionsphase und die damit verbundenen Weiterentwicklungen und Anwendung. Der Fokus der Arbeiten lag dabei auf der Einordnung der Ergebnisse und Erkenntnisse aus der Pilotphase, der Beurteilung der in der Pilotphase entwickelten Product Environmental Footprint Category Rules (PEFCRs) und einem methodischen Vergleich des PEFs mit der UBA-Methode 1999 sowie weiteren hierzu beim UBA durchgeführten Arbeiten. Im vorliegenden Bericht werden zusätzlich ausführlich mögliche politische Umsetzungsoptionen des PEFs diskutiert. Außerdem werden in Hinblick auf die weitere Fortentwicklung der produkt-politischen Implementierung des PEFs mögliche Ansatzpunkte skizziert. Der vorliegende Abschlussbericht fasst die Ergebnisse und Erkenntnisse aus der Bearbeitung in folgenden Berichtskapiteln zusammen: - Begleitung der Arbeiten zur methodischen und politischen Weiterentwicklung der PEFCRs und der PEF-Methode auf europäischer Ebene, - Methodischer Vergleich der Vorgehensweisen und Ergebnisse des PEFs/der PEFCRs mit der UBA-Methode 1999 sowie weiteren hierzu beim UBA durchgeführten Arbeiten, - Politische Umsetzungsoptionen des PEFs und das Zusammenwirken mit bestehenden Politikstrategien.

The research project focused on the Product Environmental Footprint (PEF) transition phase which started after the completion of the PEF pilot phase - and the associated further developments and application. The focus of the work was on categorising the results and findings from the pilot phase, assessing the PEFCRs developed in the pilot phase, and comparing the PEF with the UBA method 1999 as well as other relevant work carried out at the UBA, from a methodological point of view. This report also discusses in detail possible political implementation options for the PEF. Furthermore, with regard to the further development of the implementation of the PEF in terms of product policy, possible starting points are outlined. This final report summarizes the results and findings from the work carried out in the following report chapters: - Monitoring the work on the methodological and political further development of the PEFCRs and the PEF method at European level, - Methodological comparison of the procedures and results of the PEFs/PEFCRs with the UBA method 1999 as well as other relevant work carried out at the UBA, - Policy implementation options of the PEF and the interaction with existing policy strategies.
